The zone's origins trace back to its initial establishment in 1993, with its early development focused on attracting domestic industrial investment. A major milestone was reached in 2000 when it received official approval as a national-level zone from the State Council of the People's Republic of China, significantly elevating its status and policy support. Subsequent expansion occurred in 2002 with the integration of the former Weiyang District industrial areas, broadening its administrative and economic scope. Its development accelerated as part of national strategies like the Belt and Road Initiative, reinforcing its role as a gateway for western China. The zone has continually evolved, hosting major projects from global corporations like General Motors and Coca-Cola, and was later integrated into the governance framework of the Xi'an Municipal People's Government.

The zone encompasses a total planned area of 272.54 square kilometers and functions as a functional administrative area under the direct management of Xi'an city. Its core area is located north of the city's ancient city wall, primarily within the territory of modern Weiyang District. The zone also administers several specialized industrial parks, including the Xi'an Railway Station logistics cluster and the Chanba Ecological District. For administrative services and social governance, it closely coordinates with local provincial and district-level authorities. The management committee, acting on behalf of the Xi'an Municipal People's Government, exercises economic management and investment promotion functions across its jurisdiction.

The zone has established several pillar industries, with a strong focus on automotive manufacturing, hosting production bases for Shaanxi Automobile Group and BYD Auto. It is a major center for high-tech equipment manufacturing, featuring companies like China Aerospace Science and Industry Corporation and Xi'an Aircraft Industrial Corporation. The food and beverage sector is robust, anchored by large plants from Coca-Cola and Tingyi (Master Kong). Other significant industries include new materials production, power equipment manufacturing led by Xi'an XD Switchgear Electric Co., Ltd., and modern logistics, leveraging its proximity to the Xi'an Xianyang International Airport. The zone actively participates in regional economic initiatives like the Guanzhong-Tianshui Economic Zone.

Infrastructure and transportation

The zone benefits from exceptional multimodal transport connectivity. It is served by the Xi'an Xianyang International Airport, a major aviation hub for western China. Rail infrastructure is paramount, with direct access to the Xi'an Railway Station and the Xi'an North Railway Station, a key hub on the national China Railway High-speed network. Major expressways such as the G5 Beijing–Kunming Expressway and the G30 Lianyungang–Khorgas Expressway traverse the area, linking it to national road networks. Internal infrastructure includes the Xi'an Metro Line 2 and Line 4, which provide rapid transit connections to the city center, alongside advanced utilities and industrial park support facilities designed to attract multinational corporations.

Education and research

While not a primary center for universities, the zone collaborates closely with numerous prestigious institutions in Xi'an, leveraging the city's rich academic resources for talent and innovation. Key partners include Xi'an Jiaotong University, Northwestern Polytechnical University, and Xidian University. The zone hosts several corporate research and development centers from enterprises like General Motors and ZTE. It also contains specialized vocational training institutes that support its industrial base, such as the Shaanxi Institute of Technology.
