The expressway forms a complete loop approximately 120 kilometers in length, traversing diverse terrain across the Wei River plain and the northern foothills of the Qinling Mountains. It passes through key suburban districts including Baqiao District, Weiyang District, and Chang'an District, connecting major logistical hubs such as the Xi'an Xianyang International Airport and the Xi'an International Trade & Logistics Park. Initial planning for the ring road commenced in the late 1990s alongside the rapid economic growth of the Xi'an region. The first sections opened to traffic in the early 2000s, coinciding with major infrastructure projects like the West–East Gas Pipeline and expansions at Xi'an Xianyang International Airport. Subsequent phases were completed incrementally, with the final link closing the loop around 2010, a period that also saw the development of the Zhengzhou–Xi'an high-speed railway. Major bridges and tunnels

Notable engineering structures along the route include the large-span Wei River Bridge, which crosses one of the major tributaries of the Yellow River. To the south, the expressway traverses the rugged terrain near the Qinling Mountains through several significant tunnels, such as the Chang'an Tunnel complex. The expressway handles substantial daily traffic volumes, comprising a high percentage of freight transport serving the Xi'an Economic and Technological Development Zone and the Xi'an Software Park. It plays a vital role during major events, such as the 2011 Xi'an International Horticultural Exposition, and sees seasonal increases linked to tourism at sites like the Mausoleum of the First Qin Emperor and the Terracotta Army. Traffic management is coordinated by the Shaanxi Provincial Department of Transport and the Ministry of Public Security of the People's Republic of China.

Future development

Planned upgrades focus on increasing capacity through smart highway technologies and the addition of auxiliary lanes near major interchanges like the one serving Xi'an Xianyang International Airport. These improvements are aligned with broader regional plans, including the Belt and Road Initiative and the development of the Guanzhong Plain Urban Agglomeration.
