Transport for Wales Rail

Transport for Wales Rail. It is the Welsh Government-owned train operating company responsible for operating almost all passenger rail services within Wales and to key cross-border destinations. The service is a subsidiary of the wider Transport for Wales (TfW) public body, which manages the Wales and Borders rail franchise and Metro projects. Since taking over operations in 2020, it has embarked on a major programme of fleet renewal and service enhancement across its network.

History

The current operation commenced in February 2020, following the Welsh Government's decision to bring the Wales and Borders franchise under public control from the private consortium KeolisAmey Wales. This transition was facilitated by the operator of last resort provisions within the Department for Transport's franchising system. The history of rail services in the region stretches back to the era of the Great Western Railway and the London and North Western Railway, with the network later coming under the control of British Rail following nationalisation. After the privatisation of British Rail in the 1990s, services were operated by a succession of private companies including Arriva Trains Wales and, later, the Keolis and Amey joint venture, before the current public ownership model was established.

Services

The company operates a comprehensive network of local and regional services across its core area. Key routes include the South Wales Main Line between Cardiff Central and Swansea, the North Wales Coast Line linking Crewe with Holyhead, and the Cambrian Line from Shrewsbury to Aberystwyth and Pwllheli. It also operates the Valley Lines network radiating from Cardiff Queen Street, the Heart of Wales Line between Swansea and Shrewsbury, and several cross-border services to Birmingham New Street, Manchester Piccadilly, Liverpool Lime Street, Cheltenham Spa, and Gloucester.

Rolling stock

The fleet has historically been dominated by aging British Rail-era diesel multiple units (DMUs), such as Class 143, Class 150, and Class 158 units. A major fleet replacement and expansion programme is underway, introducing new Stadler FLIRT tri-mode and CAF Civity diesel units. For the Core Valley Lines electrification, a new fleet of Stadler Citylink tram-trains is being introduced. The company also operates Mark 4 carriages hauled by Class 67 locomotives on its premier Cardiff to Holyhead service, branded as the Premier Service.

Operations

Day-to-day operational delivery, including train planning and crew management, is handled by the company from its control centre in Cardiff. Infrastructure on most routes is owned and maintained by Network Rail, except for the soon-to-be transferred Core Valley Lines which will be managed directly by Transport for Wales. The operation works closely with other train operating companies such as Avanti West Coast, CrossCountry, and Great Western Railway at key interchange stations including Crewe, Birmingham New Street, and Cardiff Central. Performance is monitored against targets set by the Welsh Government and the Department for Transport for cross-border services.

Future developments

The most significant project is the transformation of the Core Valley Lines around Cardiff, involving electrification, new stations, and the introduction of higher-frequency metro-style services using the new Stadler Citylink fleet. Further electrification is proposed on the North Wales Coast Line to support potential battery-electric train services. The company also plans to increase service frequencies on several routes, including the Cambrian Line and the Wrexham to Bidston line, and is investigating the reopening of old lines such as the Aberdare–Hirwaun line and stations like Carno on the Cambrian Line.
