People's Committee of Hải Phòng

People's Committee of Hải Phòng is the executive arm of the municipal government in the major port city of Hải Phòng, operating under the framework of the Socialist Republic of Vietnam. It is the local administrative body responsible for implementing state policies, managing socio-economic development, and ensuring public order within its jurisdiction. The committee is elected by and accountable to the People's Council of Hải Phòng, functioning as the city's highest state administrative authority.

History

The committee's origins trace back to the revolutionary administration established following the August Revolution in 1945, which saw the formation of people's committees across Vietnam. After the First Indochina War and the Geneva Accords, Hải Phòng became part of the Democratic Republic of Vietnam, with its committee structure formalized. Its role expanded significantly during the Vietnam War, managing the critical Hải Phòng Port under heavy bombardment during Operation Linebacker II. Following national reunification in 1976 and the subsequent Doi Moi reforms, the committee has focused on transforming the city into a key economic hub, overseeing major projects like the Đình Vũ Industrial Zone and the Lạch Huyện Port.

Functions and powers

The committee exercises state administrative power as stipulated in the Constitution of Vietnam and the Law on Organization of Local Government. Its core functions include organizing the implementation of resolutions from the People's Council of Hải Phòng and directives from the Prime Minister of Vietnam and the Government of Vietnam. It manages local budgets, urban planning, infrastructure projects like the Hải Phòng International Container Terminal, and the development of sectors such as the Cat Bi International Airport and industrial parks. The committee also ensures defense, security, and social order, enforces state laws, and administers public services in education, healthcare, and culture within the city.

Organizational structure

The committee is organized into various specialized departments and subordinate units mirroring the structure of the central Government of Vietnam. Key departments typically include Planning and Investment, Finance, Construction, Natural Resources and Environment, and Labor, Invalids and Social Affairs. It directs the administration of its constituent urban districts like Hồng Bàng District and Ngô Quyền District, as well as rural districts such as Thủy Nguyên and An Dương. The committee also manages municipal public service enterprises and works closely with local branches of national bodies like the Vietnam People's Army and the Ministry of Public Security.

Leadership

The committee is led by a Chairman, who is the highest-ranking local administrative official, currently Nguyễn Văn Tùng. The Chairman is assisted by several Vice-Chairmen, each overseeing specific portfolios such as economic affairs or social issues. These leaders are elected by the People's Council of Hải Phòng from among its deputies, following nomination procedures aligned with the Communist Party of Vietnam. The committee's leadership works under the direct guidance of the Hải Phòng Party Committee and is ultimately accountable to the National Assembly and the President of Vietnam.
