Greek legislative election, June 2023

Greek legislative election, June 2023 was a snap parliamentary election held in the Hellenic Republic to elect all 300 members of the Hellenic Parliament. It was called after an inconclusive result in the May 2023 election failed to produce a governing majority. The election resulted in a decisive victory for the center-right New Democracy party, led by Kyriakos Mitsotakis, which secured an absolute parliamentary majority, allowing it to form a single-party government.

Background

The election was necessitated by the political deadlock following the previous vote in May 2023. Under the reinforced proportionality system used in that election, no party won enough seats for a majority, and attempts by New Democracy leader Kyriakos Mitsotakis to form a coalition government were unsuccessful. President Katerina Sakellaropoulou then appointed Ioannis Sarmas, a senior judge on the Court of Audit, as caretaker prime minister. The Constitution of Greece mandates a second election if a government cannot be formed, which is then held under a different electoral law more favorable to the leading party.

Electoral system

The June election was conducted under a different system than the May vote, reverting to a form of the semi-proportional representation system used in the 2019 election. The law granted a bonus of between 20 and 50 seats to the party winning the most votes, a mechanism designed to foster single-party governments. All 300 members of the Hellenic Parliament were elected from 59 multi-member constituencies, with a 3% national threshold for parliamentary representation. This system, passed by the New Democracy government in 2020, replaced the reinforced proportionality system used just weeks earlier.

Parties and leaders

The major parties contesting the election were largely the same as in May. The incumbent center-right New Democracy was again led by former Prime Minister Kyriakos Mitsotakis. The main opposition was the left-wing Syriza party under Alexis Tsipras. The center-left PASOK – Movement for Change was led by Nikos Androulakis. Other significant parties included the Communist Party of Greece (KKE) under Dimitris Koutsoumpas, the right-wing Greek Solution of Kyriakos Velopoulos, and the left-wing MeRA25 of former finance minister Yanis Varoufakis. A new entrant was the far-right Spartans, led by former Golden Dawn spokesman Ilias Kasidiaris.

Campaign

The campaign was dominated by the New Democracy party's emphasis on economic stability and its record following the COVID-19 pandemic and the war in Ukraine. Kyriakos Mitsotakis campaigned on a platform of continued economic growth, tax cuts, and a tough stance on migration. Syriza leader Alexis Tsipras focused on the cost-of-living crisis, criticizing the government's handling of the deadly floods and the rail disaster at Tempi. The PASOK campaign, led by Nikos Androulakis, positioned the party as a responsible center-left alternative. A major controversy involved the disqualification of the far-right party National Party of the Hellenes and the subsequent endorsement of the party, the decision by the Suplegiako and the subsequent endorsement of the Spain and the court's decision.
