The Dutch Ethical Policy emerged from a confluence of intellectual, political, and economic pressures in the late 19th century. Criticism of the harsh, extractive Cultivation System grew among Dutch liberals and socialists, who highlighted its devastating social costs. Influential figures like Conrad Theodor van Deventer, whose 1899 essay "A Debt of Honor" (Een Eereschuld) gave the policy its moral framing, argued that the Netherlands owed its wealth to the Indies and must repay it through enlightened governance. This sentiment was amplified by the rise of Social democracy in the Netherlands and fears of social unrest. It created a small but critical Western-educated indigenous elite, the priyayi and new urban middle class, who gained access to modern ideas of nationalism, democracy, and social justice.
