FEMA Region III

FEMA Region III is one of the ten Federal Emergency Management Agency (FEMA) regions in the United States. It serves the states of Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia. The region is headquartered in Philadelphia, Pennsylvania, and works closely with the National Weather Service, United States Geological Survey (USGS), and the National Oceanic and Atmospheric Administration (NOAA) to prepare for and respond to natural disasters. The region's activities are also coordinated with the Department of Homeland Security (DHS), the Federal Bureau of Investigation (FBI), and the Centers for Disease Control and Prevention (CDC).

Introduction

FEMA Region III plays a critical role in the federal government's response to disasters, working closely with state and local governments, as well as other federal agencies, such as the American Red Cross, the Salvation Army, and the United States Army Corps of Engineers. The region's staff includes experts in emergency management, logistics, and communications, who work together to coordinate response efforts and provide support to affected communities, including those in Baltimore, Maryland, Pittsburgh, Pennsylvania, and Richmond, Virginia. The region also collaborates with the National Guard, the United States Coast Guard, and the Federal Aviation Administration (FAA) to respond to emergencies. In addition, the region works with the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and the National Institute of Environmental Health Sciences (NIEHS) to address environmental and health concerns.

Geography

FEMA Region III encompasses a diverse geography, including the Appalachian Mountains, the Chesapeake Bay, and the Delaware River. The region is home to several major cities, including Washington, D.C., Philadelphia, Pennsylvania, and Baltimore, Maryland, as well as numerous smaller towns and rural areas, such as Hagerstown, Maryland, and Huntington, West Virginia. The region's geography is also characterized by its proximity to the Atlantic Ocean, which poses a risk of hurricanes and coastal flooding, as well as its location near the New Madrid Seismic Zone, which is prone to earthquakes. The region's terrain is also home to several major rivers, including the Potomac River, the Susquehanna River, and the Ohio River, which can be affected by floods and droughts.

Jurisdiction

FEMA Region III has jurisdiction over six states, including Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia. The region works closely with the governors and emergency management officials of these states, as well as with local governments, such as the City of Philadelphia, the City of Baltimore, and the City of Washington, D.C.. The region also collaborates with the United States Senate, the United States House of Representatives, and the White House to ensure a coordinated federal response to disasters. In addition, the region works with the National Association of Counties (NACo), the National League of Cities (NLC), and the United States Conference of Mayors (USCM) to support local emergency management efforts.

Responsibilities

FEMA Region III is responsible for a wide range of activities, including disaster response and recovery, mitigation, and preparedness. The region provides support to state and local governments, as well as to individuals and families affected by disasters, including those affected by Hurricane Katrina, the September 11 attacks, and the 2010 Haiti earthquake. The region also works to identify and address vulnerabilities, such as flood-prone areas and seismic hazards, and to promote disaster-resistant construction and land-use practices, in collaboration with the International Code Council (ICC) and the National Institute of Building Sciences (NIBS). In addition, the region collaborates with the American Society of Civil Engineers (ASCE), the National Fire Protection Association (NFPA), and the International Association of Emergency Managers (IAEM) to promote disaster resilience.

Emergency Management

FEMA Region III plays a critical role in emergency management, working closely with state and local emergency management officials, as well as with other federal agencies, such as the Department of Defense (DOD), the Department of Energy (DOE), and the Department of Health and Human Services (HHS). The region provides support for emergency operations, including search and rescue, mass care, and hazardous materials response, in collaboration with the Federal Emergency Management Agency's Urban Search and Rescue (FEMA US&R) and the National Urban Search and Rescue Response System (NUSRS). The region also works to promote emergency preparedness, including public education and outreach efforts, in partnership with the American Red Cross, the Salvation Army, and the Boys and Girls Clubs of America.

Regional Office

The FEMA Region III regional office is located in Philadelphia, Pennsylvania, and serves as the primary point of contact for the region's activities. The office is staffed by a team of experienced emergency management professionals, who work closely with state and local officials, as well as with other federal agencies, such as the General Services Administration (GSA), the National Park Service (NPS), and the United States Forest Service (USFS). The regional office is responsible for coordinating the region's response to disasters, as well as for providing support for mitigation and preparedness efforts, in collaboration with the National Emergency Management Association (NEMA) and the International Association of Emergency Managers (IAEM). The office also works to promote disaster resilience, including through the use of geospatial technology and social media, in partnership with the National Geospatial-Intelligence Agency (NGA) and the Federal Communications Commission (FCC).
