Zena Bailey was born in Winchester, Massachusetts. She pursued her undergraduate studies at Simmons College, a school with a strong reputation for its programs in library science. She later earned a master's degree from the prestigious Graduate Library School at the University of Chicago, an institution central to the development of modern library science theory. Her academic training provided a rigorous foundation in literary analysis and library practices, which she would apply throughout her career focused on youth services and materials.

Sutherland began her professional life as a children's librarian in the New York Public Library system. She passed away in Chicago in 2002.
