History

The agency was formally established in 2011, following the restructuring of the forestry sector that began with the enactment of the Forest Act, 2002. This legislative framework aimed to decentralize forest management and promote community participation through initiatives like Participatory Forest Management. Prior to its formation, forest management was largely centralized under the Forestry and Beekeeping Division of the ministry. The creation of Tanzania Forest Services was influenced by broader national policies like the National Forest Policy and aligned with international commitments to sustainable development and biodiversity conservation.

Functions and responsibilities

The core mandate of the agency encompasses the management of all national forest reserves and bee reserves across Tanzania. Key responsibilities include the protection of forests from illegal activities such as unauthorized logging and encroachment, often in collaboration with the Tanzania National Parks Authority and local governments. It is also charged with the commercial harvesting and sale of forest products, including timber and non-timber forest products, to generate government revenue. Its conservation work is critical for watershed protection for major rivers feeding lakes such as Lake Victoria and Lake Tanganyika. The agency implements Sustainable Forest Management practices, including the development of management plans and the establishment of forest plantations. It plays a vital role in protecting habitats for endangered species, contributing to the goals of the Convention on Biological Diversity and supporting the tourism sector linked to areas like Mount Kilimanjaro and the Selous Game Reserve.

Challenges and initiatives

The agency faces significant challenges, including widespread illegal logging, deforestation for agriculture, and human-wildlife conflict in buffer zones near protected areas like the Serengeti. Climate change impacts, such as prolonged droughts, also threaten forest health. In response, it has launched initiatives like the National Tree Planting Campaign and engages in projects with partners such as the Food and Agriculture Organization and the World Bank.
