The project was first teased by Spike Chunsoft in late 2021 as a new title from the creative team behind the ''Danganronpa'' series. Kazutaka Kodaka served as the lead writer and director, with Yoshinori Terasawa as producer. The team aimed to create a spiritual successor that evolved the death game formula into a more exploration-driven detective game. Development utilized Unreal Engine to achieve a detailed 3D environment for Kanai Ward, a significant shift from the primarily 2D presentation of ''Danganronpa 2''. Character designer Rui Komatsuzaki and composer Masafumi Takada reprised their roles from previous collaborations with Kodaka. The game was officially titled and detailed during a Nintendo Direct presentation in 2022, with a release date set for 2023 on the Nintendo Switch.

Plot and characters
