The institution's earliest predecessor was the Osaka Commercial Training Institute, founded in the Meiji period with support from the Osaka City Council. In 1949, under the new National School Establishment Law, it merged with the Osaka City Medical College and the Osaka City Technical College to form the comprehensive Osaka City University.
