Ministry of Internal Affairs (Tajikistan). The Ministry of Internal Affairs is the principal law enforcement agency of Tajikistan, responsible for public order, crime prevention, and internal security. It traces its origins to the Soviet era and was re-established following the independence of the republic in 1991. The ministry operates under the authority of the Government of Tajikistan and is headquartered in the capital, Dushanbe.

History

The ministry's institutional predecessor was formed in 1924 as part of the Tajik Autonomous Soviet Socialist Republic under the People's Commissariat for Internal Affairs. During the Soviet Union, it functioned as the republican branch of the Militsiya, the national police force. Following the dissolution of the Soviet Union and Tajikistan's declaration of independence in 1991, the agency was reconstituted as a national ministry. Its early years were dominated by the Tajikistani Civil War, during which it played a critical role in state security efforts against opposition groups like the United Tajik Opposition. In the post-war period, under the administration of Emomali Rahmon, the ministry has been central to maintaining stability and combating threats such as Islamic extremism and drug trafficking from neighboring Afghanistan.

Structure and organization

The ministry is organized into several central directorates and regional commands. Key internal units include the Main Directorate for Criminal Police, the Directorate for Combating Organized Crime, and the Traffic Police Directorate. Specialized forces under its command include the OMON special police unit and the Interior Troops, which are dedicated to critical security tasks. The ministry maintains a regional structure aligned with the country's administrative divisions, including the Gorno-Badakhshan Autonomous Region, Sughd Region, and Khatlon Region. It also oversees the Academy of the Ministry of Internal Affairs in Dushanbe for training personnel and cooperates closely with other agencies like the State Committee for National Security.

Functions and responsibilities

The ministry's primary mandate is to ensure public order, prevent and investigate crimes, and protect the rights of citizens. Its operational duties include routine policing, criminal investigation, traffic control, and passport and visa registration. A significant focus is on combating transnational threats, including narcotics smuggling along routes from Afghanistan, terrorism linked to groups such as the Islamic State, and human trafficking. The ministry also engages in border security cooperation with agencies like the Border Troops of Tajikistan and participates in international law enforcement initiatives with partners including the Russian Ministry of Internal Affairs, Organisation for Security and Co-operation in Europe, and the United Nations Office on Drugs and Crime.

Leadership

The minister is appointed by the President of Tajikistan and is typically a high-ranking official from the security services. The long-serving minister Khumdin Mukhiddinov held the post from 1992 until 1995 during the civil war. Since 2012, the ministry has been led by General Ramazon Rahimzoda, a career police officer and former deputy minister. Previous ministers have included Mahmadnazar Salihov and Abdurahim Qahhorov. The leadership structure also includes several deputy ministers who oversee specific operational and administrative directorates, reporting directly to the minister and the presidential administration.
