Following this, he served as Chief Executive of Union Railways, the company responsible for developing the initial plans for the Channel Tunnel Rail Link, now known as High Speed 1. His most notable corporate leadership role was as Chief Executive of Costain, where he oversaw a major restructuring of the historic engineering company. Armitt's expertise in managing large-scale programmes led to his appointment as Chairman of the Olympic Delivery Authority (ODA) in 2007. Under his stewardship, the Olympic Park and associated projects were completed on time and within budget, earning widespread acclaim. Prior to this, as Chief Executive of Network Rail from 2002 to 2007, he presided over the recovery and renewal of Britain's national rail infrastructure following the Railtrack administration, overseeing major projects like the West Coast Main Line upgrade.
