House of Representatives (Thailand). The House of Representatives is the lower house of the National Assembly, the bicameral legislative branch of the Government of Thailand. Established following the Siamese revolution of 1932, which transformed the absolute monarchy into a constitutional system, it is the primary chamber for drafting and considering legislation. Its members are directly elected by the Thai populace, and it plays a central role in scrutinizing the executive branch, approving the annual appropriation bill, and participating in the process to appoint the Prime Minister of Thailand.

History and development

The institution was first convened on 28 June 1932, after the Khana Ratsadon (People's Party) led by Plaek Phibunsongkhram and Pridi Banomyong overthrew the ancient regime. Early assemblies were unicameral, with the Senate being appointed, a pattern that persisted through numerous political upheavals and constitutions. Significant changes occurred after events like the Black May crisis, leading to the "People's Constitution" of 1997 which strengthened its role. Subsequent military coups, including those in 2006 and 2014 led by the Royal Thai Armed Forces and the National Council for Peace and Order, repeatedly dissolved the house and suspended its activities, with each restoration bringing electoral system reforms.

Composition and electoral system

The house comprises 500 members elected to four-year terms. Since the 2017 constitution, a mixed-member apportionment system is used. Four hundred members are elected from single-member constituencies via first-past-the-post elections across the provinces and Bangkok. The remaining one hundred are elected from a single nationwide constituency using a party-list proportional representation method, with a complex calculation designed to benefit smaller parties. Major political parties contesting elections include the Move Forward Party, Pheu Thai Party, and Bhumjaithai Party.

Powers and functions

Its principal power is the legislative initiative, with most bills requiring its approval before being sent to the Senate and for Royal assent by the Monarch. It holds sole authority to approve the annual budget bill and money bills. The house conducts votes of confidence and can initiate censure debates against the Council of Ministers. It also plays a crucial role in amending the constitution and approving declarations of war or treaties that affect national sovereignty.

Leadership and organization

The presiding officer is the Speaker, elected from among its members, who also serves as the President of the National Assembly. The speaker is assisted by two deputy speakers. The current speaker is Wan Muhamad Noor Matha. Work is organized through standing committees, such as the House Committee on Finance, Banking, and Financial Institutions, and ad-hoc committees formed for specific legislative scrutiny or investigations. Administration is supported by the Secretariat of the House of Representatives.

Relationship with other government bodies

It forms the lower chamber of the bicameral National Assembly, with the upper house being the Senate, whose members are currently appointed. The house nominates a candidate for Prime Minister, which is then jointly approved by both chambers. It interacts with the executive branch, headed by the Prime Minister and the Cabinet, through oversight and budget approval. The Constitutional Court and other independent agencies, like the Election Commission, often adjudicate on disputes concerning its members' qualifications or electoral results.
