House of Representatives (Netherlands). The House of Representatives, known in Dutch as the Tweede Kamer, is the lower chamber and principal house of the States General of the Netherlands, the national legislature of the Netherlands. It is composed of 150 members elected every four years through a system of party-list proportional representation, making it a central arena for the formation of coalition governments. The chamber's primary functions include legislating, scrutinizing the executive government, and controlling the national budget, with its seat located in the historic Binnenhof complex in The Hague.

History

The origins of the modern House of Representatives trace back to the States General established during the Dutch Republic, with its contemporary bicameral form instituted by the Constitution of 1815 under King William I. Significant constitutional reforms, particularly the revision of 1848 led by Johan Rudolph Thorbecke, transformed it into a directly elected body and cemented the principles of ministerial responsibility and parliamentary democracy. Throughout the 20th century, its role was shaped by events like the German occupation during World War II and the subsequent post-war reconstruction, with the introduction of universal suffrage further democratizing its composition. The political landscape within the chamber has evolved from traditional pillarisation to a more fragmented multi-party system, influenced by figures like Joop den Uyl, Ruud Lubbers, and Geert Wilders.

The House of Representatives holds the primary right of legislative initiative and amendment, sharing the formal power to pass laws with the Senate. Its most potent power is the motion of no confidence, which can force the resignation of individual ministers or the entire Council of Ministers, as famously occurred during the 1972 cabinet crisis. The chamber exercises control over the executive through interpellation debates, parliamentary questions, and investigations by committees like the Committee on Childcare Benefits. It possesses the sole authority to propose and approve the national budget, a power derived from the constitutional right of approval, and plays a key role in ratifying international treaties such as those of the European Union.

Composition and elections

The House consists of 150 members elected for a four-year term, though early dissolution can occur, as happened prior to the 2021 election. Elections are conducted using a nationwide party-list proportional representation system with a low electoral threshold, effectively set at 0.67% of the vote, which promotes a multi-party landscape. Notable recent elections include the 2017 election where the People's Party for Freedom and Democracy led by Mark Rutte emerged largest, and the 2023 election which saw a victory for the Party for Freedom under Geert Wilders. Members, known as MPs, enjoy legal immunity for statements made in the chamber and are elected from lists submitted by political parties ranging from the GroenLinks–Labour Party to the Reformed Political Party.

Internal organization

The chamber is presided over by the Speaker, an office held by figures such as Frans Weisglas and currently Martin Bosma, who ensures orderly debate. The work is largely conducted in permanent committees specializing in areas like Finance, Foreign Affairs, and Justice and Security, which prepare legislation and scrutinize ministers. Political groups, each with their own chair and staff, are formed based on election results, with coalition negotiations often taking place in formats like the traditional formation talks at the Huisje van Mammin. The Presidium, comprising the Speaker and deputy speakers, manages internal affairs, while the Griffier heads the chamber's civil service.
