Campbell, New York

Campbell, New York is a town in the southern part of Steuben County, situated within the Southern Tier region of New York. The population was 3,246 at the 2020 census. The town is named for early landowner John Campbell, a U.S. Representative from South Carolina.

History

The region was part of the Phelps and Gorham Purchase before being settled around 1795 by pioneers from New England and Pennsylvania. The town was formed in 1825 from portions of the towns of Bath and Prattsburgh. Early development was driven by agriculture and lumber, with the New York and Erie Railroad later providing a vital transportation link through the Canisteo River valley. The community of Campbell, a census-designated place, developed as a central hamlet. The town's history is also connected to the broader Military Tract of Central New York, which allocated land to Continental Army veterans.

Geography

According to the United States Census Bureau, the town has a total area of 36.3 square miles, of which 36.2 square miles is land and 0.1 square miles is water. The Canisteo River, a tributary of the Tioga River, flows northward through the western part of the town. The terrain is characterized by rolling hills and valleys typical of the Allegheny Plateau. The town is bordered by the towns of Bath to the north, Prattsburgh to the east, Rathbone to the south, and Hornby to the west. New York State Route 415 is a major north-south highway.

Demographics

As of the 2020 census, there were 3,246 people and 1,399 households in the town. The population density was 89.6 inhabitants per square mile. The racial makeup was predominantly White. The median household income was below the average for New York, with a portion of the population living below the poverty line. Historical census data shows population peaks in the late 19th and early 20th centuries, correlating with railroad and industrial activity, followed by a gradual decline.

Government

The town operates under a Town Council form of government, led by an elected Town Supervisor and four Councilpersons. The current supervisor is Richard A. Teed. Other elected officials include the Town Clerk, Town Justice, and Highway Superintendent. The town provides services such as maintenance of local roads through the Highway Department, land use planning via a Planning Board, and public safety in coordination with the Steuben County Sheriff's Office. The town is part of New York's 23rd congressional district and is represented in the New York State Senate and the New York State Assembly.

* John Campbell (1767–1845), for whom the town is named, was a U.S. Representative from South Carolina and a major landholder in the Phelps and Gorham Purchase. * William H. C. Whiting (1824–1865), a Confederate States Army major general during the American Civil War, was born in the town. * Charles H. T. Collis (1838–1902), a Union Army officer and Medal of Honor recipient for actions at the Battle of Fredericksburg, lived here later in life.
