Bugesera International Airport is a major international airport under construction in the Bugesera District of Rwanda, intended to serve as a new primary aviation gateway for the capital city of Kigali. The project represents a cornerstone of the national development strategy, aiming to transform the country into a continental hub for business, tourism, and logistics. Upon completion, it is designed to significantly augment the capacity of the existing Kigali International Airport and support the ambitious growth plans of the national carrier, RwandaAir.

History

The concept for a new airport in Bugesera District emerged in the early 21st century as part of broader national infrastructure plans following the Rwandan genocide. Initial agreements were signed between the Government of Rwanda and various international partners, including a notable preliminary deal with the Qatar Investment Authority in 2019. The project gained substantial momentum under the vision of President Paul Kagame and the economic development framework outlined in Vision 2050. Construction officially commenced after the Rwanda Airports Company secured financing and finalized a strategic partnership with Mota-Engil, a Portuguese construction firm.

Facilities

The airport is being built on a vast site approximately 40 kilometers southeast of Kigali. Its design features a modern terminal capable of handling millions of passengers annually, with dedicated areas for international and domestic flights. The airfield will include a primary runway long enough to accommodate the largest aircraft, such as the Airbus A380 and the Boeing 747, facilitating long-haul direct flights. Other planned facilities encompass extensive cargo terminals, maintenance hangars for RwandaAir, executive lounges, multi-story parking structures, and integrated road connections to the Kigali metropolitan area.

Airlines and destinations

Upon operational launch, the airport is expected to become the main hub for RwandaAir, which plans to expand its network across Africa, Europe, the Middle East, and Asia. It will also serve numerous other international carriers, including existing operators in the region like Ethiopian Airlines, Kenya Airways, and Turkish Airlines. The enhanced capacity is projected to attract new routes from major global airlines, potentially including Qatar Airways, Emirates, and KLM, thereby increasing direct connectivity to destinations such as London Heathrow Airport, Charles de Gaulle Airport, and Dubai International Airport.

Statistics

As a greenfield project, official operational statistics are not yet available. Projections based on feasibility studies anticipate the airport will handle several million passengers in its initial phase, with significant annual growth tied to regional economic trends. Cargo throughput is also forecast to see substantial increases, supporting Rwanda's ambitions to become a logistics center within the East African Community. Performance metrics will be benchmarked against other major African hubs like Jomo Kenyatta International Airport and Bole International Airport.

Future developments

Future plans for the airport are integral to the Kigali Innovation City and the broader Bugesera District masterplan, which envisions an adjoining aerotropolis for logistics, manufacturing, and commercial enterprises. Subsequent construction phases may include a second parallel runway, expanded terminal facilities, and a dedicated airport city with hotels and conference centers. The development is also closely linked to other national infrastructure projects, such as the standard gauge railway connecting to Tanzania and upgrades to the Northern Corridor (Africa) transport route.
